"high availability" and "Developer license

Hi,

Could anyone tell me about "high availability feature" and "Developer license"?

It says "Developer for Workgroups" license does not support "High availability" feature.

Does this mean we can configure High availability deployment, but it will not work?
How does RTC know high availability feature can be enabled or not?
