force to associate work item for change set before delivery

Hi,

where can i find the option for which i can force the devl team to associate the work item for the change set before making delivery.

currently if they enter the comment it allows them to deliver

Found it in Project Area--> Process configuration--> Team configuration---operational behaviour expand source control tab
