Importing a dump file from CVS?

I need to migrate my code base from SVN to RTC. If i export to an SVN dump file and then use import/jazz source control/ svn dump file, will it retain the file history?

If not, is there a way to keep the history?

Yes, it will keep file history. here's a link to a wiki page that describes using the RTC importers:
