RTC license requirement when linked to CC and CQ
We want to continue to use our existing ClearCase and ClearQuest systems and want to use RTC for Agile (scrum) process management and we will use the bridge to link RTC with CC and CQ. For the RTC license requirement we can have Stakeholder (for developers) and Contributor (for scrum masters and product owners) licenses and doesn't want to have any Developer license. Do we need a Developer license for any RTC operation. Will we miss anything by not having a Developer license? For SCM we will use CC and Task management we will use CQ. Please let me know.

You only need a Developer license for RTC-SCM and RTC-Build operations.
So if you are using CC for SCM, you don't need Developer licenses for SCM.
Also note that if you have CQ licenses with paid-up support, your
licensed CQ users are entitled to use a ClearQuest Advanced Change
Management license (available from the License Key Center under the
ClearQuest category), which give them the same functionality on a Jazz
Team Server as is provided by the RTC Contributor license.

A Contributor allows you to view the state of the builds, but you need a
Developer license to request a new RTC build.
