There will be a community edition. As to what is free, what is not, and
pricing. I believe that will have to wait till Rational Team Concert is
officially announced. Out of curiosity, what would you use a free
version for? Your own education? Production? to help a non profit? or
simply to save the world?

I, for one, would very much enjoy if it was allowed to use the Express-C
licensed edition for production / commercial development for very small
teams.
I'm a student and do pet projects that may or may not turn out to be
good enough to be sold commercially (and as I luckily don't depend on
them it's really more of a playground for me; I probably won't be able
to afford a regular full license though - if I did it as a professional
software developer things would be different though.)
If developing such projects (with maybe another or two other people) for
probably commercial use would be legal with the Express-C license, it
would be great. But of course I do understand that any final and
authorative information on pricing and licensing will only be released
at the time of the official Rational Team Client product launch.
Should you have any hints what might or might not possibly be OK with
the Express-C license I'd be very happy to hear more about that.
