Reporting service failed to start

IN the "JTS Admin -> Status Summary" page I see the below error:

RTC 3.0 on Windows 7 Ultimate (64-bit) using Tomcat and Derby DB.


Service Error Summary

com.ibm.team.reports.common.oda.internal.service.IODAService
CRJAZ1092I The service class "com.ibm.team.reports.service.oda.internal.ODAService" failed during activation.

Any idea why the reporting service failed to start?
