In tooling I save a regular file, and try to deliver the file to the
repository. However by the time I am about to deliver the resource is
not synced up with the repository - i.e., it is not checked-in or a
changeset created etc. Due to this the delivery finishes, but the
changeset comes in after it.

Is there a way one could wait for RTC to process all resource changes so
that the sync with the server is complete, and things like deliver etc.
can work?
