Restart job - sync command not working

We're using Build Forge 7.1.2.1 and after a job fails, we update the library step that caused the failure and restart the job.

However, the job re-runs the original library step - not our updated step, even though we selected "Yes" in the Sync command option.

As instructed in the Build Forge documenation (#2):

1. Click Restart Job; the system displays a Restart page.
2. Select options. Set the Sync Commands property if you want the system to get any updates to the commands in its steps from the project record; if you do not set it, the commands are run exactly as they were when the job was originally started.
3. Click the Restart page's Restart button.

I wonder if Sync command only works for project steps and not library steps?

thanks,
