Yes, In RQM 3.0 there's a new artifact named Test Suite Execution Record that allows just what you are asking for. In RQM 2.x you need to specify the configuration for each test case in the suite. However, in 2.x you can select multiple test cases in the suite test case table and change their test environment at the same time, via the "Change Execution Properties" icon above the test case table.
