Quality of planning

What does mean "30%"?
How 30% is calculated?

JAZZ DEVELOPER
The quality of planning is: (number of open estimated work items /
number of open work items) * 100. Since the process is computed on
estimates a green bar were only 50% of the work items are estimated
isn't really a green bar. That's why Jazz renders the bar only half in
vertical extend and says the quality of planning is 50%. So a green bar
is "really" green if it is filled fully vertical as well.

Thank, Dirk. Does this definition apply to the Quality of Planning
number displayed at the bottom of reports, too?

We have some burndown reports which say the quality of planning is 0%.
As far as I can tell, 100% of the work items contributing to the
burndown chart have valid estimate field data. The work items have
various status values. This is from an RTC V1.0.1 server.

That *should* be the same computation as in the burndown report. If it's
not, please open a work item for the Reports team so we can take a look
at the problem.

 What was the result of defect 88979? Has it been addressed in version 6.06? I believe I am seeing the same error in the Quality of planning calculation at the bottom of the burndown report.
