Load license error: The new server license does not support

I installed a trial Rational Require Composor, and try to load an RQM activation key into Jazz, I got this error:

The error messages are:

CRJAZ0975I The policy requires the bundle com.ibm.rqm.process.deployment, but it could not be found.

The new server license does not support floating licenses. If the license changes are saved, the active floating leases will be terminated.
