How is viewlet Headlines supposed to be used?

The headline viewlet would be great to use when you want to share information with the whole team quickly, like "the last build is broken"...
But how can I select what team should see it, and how do team get it on their dashboards?

JAZZ DEVELOPER
Headline is a "Project & Team" type viewlet, which means it is supposed to be able to share with the rest of the team (if you did not disable any dashborad capability manulay in your process).

One way I know to share is using the copy paste function of dashboard. But seems it is not smart and easy enough for a big team.
