new report added as viewlet saves a report as well

We have a report which we deployed a s a viewlet, but whenever it gets added to a dashboard it saves a copy of the report in the root of the Reports folder.

This causes issues for anyone trying to use the report as a viewlet without deploy report permissions.

Any thoughts on what I missed?

I tried this out and couldn't recreate it. Can you give me more information on how you're creating and deploying the viewlet?

I am using a report template rptdesign which was deployed as a template in the project.
https://jazz.net/wiki/bin/viewfile/Main/ReportsCentral?rev=1;filename=EnhancedReleaseBurndown1_0_0.rptdesign

I don't see this with normal viewlets so I was thinking there must be a setting or convention which I was missing for IDs.
It seems to only do it if I add the reporta s viewlet, set the params on it and then save the dashboard -- it is as if it saves the params into a version of the report.

It seems to not do it if I add the report as viewet to the dashboard, save the dashboard, then set the params by configuring the viewlet and saving dashboard again.

one of my scrum masters is actually getting an error trying to use it that he does not have permission to deploy reports.
And, BTW, this is 2.0.0.2 iFix4
