EWM ifix22 - not on the P2 repository

I am trying to update or install EWM 7.0.2 ifix 22 into an IDz 16 instance. When I install from the public repository, it appears the latest is only fixpack 20. Is there a reason that fixpack 22 has not been pushed to the public Aqua 3.3 repository (found at https://public.dhe.ibm.com/ibmdl/export/pub/software/htp/zos/tools/aqua3.3/)?
