The environment generation wizard doesn't currently allow you to define servers in an ND cell that are not part of a cluster. However, you can manage these by telling the RAFW environment generation wizard that they are part of a cluster, but then simply not creating the cluster. You would then run start/stop server at the server scope. You might have to massage the server names after the creation since the wizard enforces a best practice naming standard for servers.

Thanks. In addition after further testing, I ran the was_common_configure_create_server target to create JVM's. This couple d with running the profile setup with zero clusters did the trick.
Also, the was_common_configure_create_server target takes in a server name to create individual servers in the DMGR.
