Is it possible to export all the items in "Permissions" section of an
RTC project configuration(Both from team and Project and team
configuration areas)? I want a report of all the items along with the
roles and privileges.

In RTC 3.0, you can export a little html site that gives you a report of
the roles and permissions. This is intended as a way for project members
and admins to be able to export something they can take to support to
allow support to debug their configuration without actually connecting to
the server.

In 2.0.0.1+ try this, let us know if this is what you would like to see
Modify the eclipse.ini and add
-Dcom.ibm.team.process.ProjectAreaRuntimeReport=true
as the end of the file
Start RTC eclipse client
Select the Project Area, Right click, select 'Generate Runtime Report..."

I am unable to find the options 'Project Area' or 'Generate Runtime Report'. Where are they in the tool ? Thank you.
Make sure you have
RTC 2.0.0.2
You setup the java property in eclipse.ini
you right click on your project area
the menu appears as a pop up menu on the project area in the Team View
