Defect - estimation fields required when defect resolved

Hello,

Does anyone know how to make the attributes "corrected time" and "time remainig" already mandatory when a developer marks the defect as Resolved. Using operation behavior (Required Estimates Precondition) this is for the moment only required when it is set to verified.
