RTC 4.0 builds in Pending state If selected 'Any available build engine'

Hi ,

We've recently updated our RTC 3.0.3 version to RTC 4.0 and also integrated this with RBF 7.When trigger RTC build definitions(using Build forge engines) by selecting 'Any available build engine' option the builds in Pending state for ever.(Note that Jazz builds are able to execute by Jazz build engines automatically for same configuration,only have issue with RBF builds).

Just fyi,The same RBF build is executing ,when associated the definition with a specific Build forge build engine.

Getting below exception in ccm.logs
