Select 'Unarchive' from the user's context menu.

If the archived user is no longer shown in the UI, select the repository
connection in the Team Artifacts view. Open the context menu and select
Administer>Users. Select the user in the user selection dialog. In order
to see archived users you need to disable the archived user filter. This
is the toggle on the right of the matching users list. In the opened
user editor select the drop down from the editor headline/title. Select
'Unarchive'.
