loading in web ui /ldap

I config with ldap/bluepages.ibm.com.
when general user log on ,it display "loading...."
was admin user can log.
systemOut.log :

00000034 WebCollaborat A SECJ0129E: Authorization failed for ********@cn.ibm.com while invoking GET on default_host:/jazz/secure/service/com.ibm.team.repository.service.internal.webuiInitializer.IWebUIInitializerRestService/initializationData, Authorization failed, Not granted any of the required roles: JazzUsers JazzAdmins

I have a another machines ,it's good.

I solved the question.
I forgot a step about WAS/LDAP.
