I am using RT 2.0.0.2. Can I define two project areas as one is the other's parent? Thanks.

No, but there are work items requesting this functionality.
Were you interested just in the structure displayed in the Team Area
Navigator, or did you want there to be some semantic relationship
between a project area and its parent project area?
