Users in China Lab are unable toaccess RQM project

I have 2 users in China lab that are able to log into the RQM server in USA (San Jose) but when they choose a project they get access denied. I have created a new project on a different server and given users rights to this project, licenses and server with the same results. Is there an issue with users in china? I worked with the users and had them remote to my desktop and login from my machine in US and htey saw the same issue. Our server is using IBM blue groups (LDAP) and we have over 1000 users with no issues, The users in China have no CAPs in intranet ID so I am lost on what to try next. The server is running
Jazz Foundation - Jazz Team Server 1.0.0.2 iFix 2 (I20100331-2220)
Rational Quality Manager 2.0.1 iFix 2 (I20100602_1531)

Do the users have the assigned license when viewed in RTC ? I've been
recently misled because the License Management page shows a user with
an assigned license, but the user's page doesn't show it.

Thanks Kevin, but no luck.
I have upgraded the RQM server to 2.0.1 iFix 3 (Chinese supported languages)

I use local licenses not floating. The users have 3 licenses below

Is there a way to set debug so I can gather more info?

All other users have NO issue but the 2 in China Lab.
I have even had user netmeeting to my local machine in Calif and use their User ID and PW and same results.


Error message:

"You have successfully logged into Jazz Team Server but you are not authorized to access Rational Quality Manager. Your account does not belong to the groups that are authorized to access the Web UI. Please contact your server administrator."
