When an owner is assigned to a Test Case Execution Records can RQM notify that person (similar to what RTC does)?

 Is there a way in RQM to notify a team member that a new Test Case Execution Record was assigned to them (similar to what RTC does when a work item is assigned)?

This is on RQM 4.0.2.

Currently RQM does not have email notification feature for its own artifacts. The close enhancement request can be found here for TCER ownership change:

you may want to comment on the above work item to push the features to be implemented.

A possible workaround is the team lead starts TCER or TSER only then stop it, all testers monitor the Execution Console and see he/she is assigned a owner for any TCERs(They can use filter of Owner column to check with assigned TCERs only) and then resume the execution for the assigned TCER(s).
