The iteration plan as such does not have a state. The work item types
that are used for planning should support states that indicate whether the work items are still being defined or already set in stone. The 'eclipse way' and the 'open-up' process that we ship out of the box provide 'Plan Item' and 'Story' work item types. Plan items are usually used for release plan, and stories for iteration plan. In addition what Kai outlined you can do the following to "approve a plan":
- track the approval on the Overview page or a separate attached page textually - link a work item to the plan, which manage the approvals. This is how TeamConcert manage approvals for builds as well. Then link in the overview page to the approval work item using Ctrl+L to insert a work item link.
