Customize pull-down options in work item selection menus

I'm posting this for someone on my team; I searched the forum and couldn't find any similar questions to what he was experiencing.

Does anyone know if there is a way to customize (by user or team) the options that show up in the pull down menus of work item fields? Possibly a way to filter so the user only sees the options he uses the most and not the ones he never uses.

What's the logic that determines what shows up in the pull down list vs.what is found when you select "more..."?

Here's the details:

I'm using the RTC eclipse client. One of my pet peeves is that it seems
like certain "selection" menus are displayed with the absolute worst choice
selected as the default initially.

For example, suppose I want to change the "Planned for" field of a story or
task. One way to do this would be to open the work item, then click on
the current value of the "Planned for" field and up pops a selection menu.
If you're lucky, the value that you want to choose is listed in that
initial selection menu. So, the first question is... Is there a way to
customize this particular menu so that it contains the values that you are
likely to want to choose.

Suppose the value that you want is not in this initial selection menu. In
that case, you can select "More..." and you'll get a new dialog box where
you can select the desired iteration from among all the iterations that
exist. When this dialog box first comes up, the value that is initially
highlighted is "Infra-M7-Planning". I have no idea why that value is
chosen, but I've never used any iteration that starts with "Infra-" so it's
not due to my prior usage patterns. Is there any way for me to customize
this dialog box so that when it comes up, it (for example) might contain
the "V8-*" iterations. I realize that the dialog has an entry field at
the top where you can type in filter text, but it gets tedious to have to
do that EVERY time you want to change the iteration of a work item. Plus,
it doesn't take into account the values that I've used in the past.
