DBCS question for migration from bugzilla into Jazz (NLS)

Hello folks,

Does anyone have expereince for importing existing bugzilla bug reports written in non English language (DBCS) into jazz repostiroy?
I am experiencing the problem when importing the bug reports into Jazz, which contains Korean characters (encoded as MS949).
After importing them into the jazz repository, the characters are broken both in the eclipse client and web browser. I tried to change the eclipse workspace's encoding into UTF-8, MS949 etc, but no luck yet. I am suspecting that it is already broken in the jazz repository when it is imported because it is not shown correctly with web browser as well. Anyway, does any one know any tips for that? Thx.
I am using beta2a.
