hideIfEmpty=false does not work

If attribute hideIfEmpty=true does not display the label/value when the value is null, then what does hideIfEmpty=false display?
We thought it would display the label /no value. Unfortunately, no.
Our enterprise users like to see the same interface on the Eclipse client as they do on the web.
The web shows the label/no value when the value is null.
How do we get the Eclipse client to do the same?
