Work Items attributes manually defined - depending behaviour

We manually defined some work item attributes. For example, we made attribute named Responsible, which is type of contributor. Then, we made attribute named Application, which is type of category. After that, we created team area which is associated with this category, but when we want to choose responsible person from that team area, list is not shown, that list works only when I associate whole Project Area, and I can get list of that PA members when I choose the Project Area instead of Team Area associated with some category.
In default process templates in Jazz, it works well, but when we predefine this, behavior is not same. I hope you understood me.
