Hi,
If my development Env is D2k or any other than Java, .net, Visual Studio, Can I use RTC?? if yes How?? what the RTC Client I need to install.

You should be able to use the web client for project management, planning and work items. You could use he SCM CLI based client for your file system operaton. There's no real "integration" with D2k, but you could use the CLI for all scm operations using the command line.
