Activation of Floating Contributor Licenses?

We have RTC installed on one server and we have a different server acting as our Floating License box.

We added our RTC Floating Developer licenses to the floating server without a problem. However, when we add the RTC Floating Contributor licenses, it puts the license entry in, then deactivates it with the following message:

Deactivated (The "Floating Contributor" client access license type is deactivated because it depends on the client access license type with the "com.ibm.team.rtc.developer" ID which is not installed. If you have multiple client access license activation keys to install, continue installing them to fix this problem.)


This is confusing...don't we already have the developer license in place since it didn't have a problem with the floating Developer license?
