RQM deployment using SQL Server & WAS 6.1 custom registr

I'm trying to deploy RQM on a production environment using SQL Server 2005 & WAS 6.1 with a custom registry for Users as I don't have an LDAP server in place. The DB has been setup successfully but the problem starts when I start to create a custom registry for the users in WAS. I have searched everywhere and read every bit of the online help but no luck. I would appreciate it if someone could give me a step by step procedure on how to setup a custom registry and successfully run RQM in this environment.
