IBM Installation Manager: File Not Found Error on Update

For the past couple of days I've been trying to update my local copy of RTC on RHEL/Linux and have been hitting an error related to a file not found. Installation Manager can't seem to download the zip file below (and sure enough I don't see it on the server it's trying to get it from).

Here's the actual error reported by Installation Manager
