We are using a four week sprint -- four 40-hour weeks gives you 160 hours for the sprint. We dedicate one week to test, so we have three weeks of dev time. So 160 * 0.75 = 120 dev hours. Then, we figure 70% effectiveness (email, stupid meetings, etc....), so 120 * 0.70 = 84 dev hours. So, I've taken 160 * (0.75 * 0.70) = 160 * 0.525.

If I open my user and set the work assignment load for the timeline to 53% (because you can't set 52.5%), my iteration plan shows that my max workload is 81 hours, not 84. I have to set 55% to force it to 84 hours. RTC bug, or am I missing something about how this is supposed to work?
