RTC Permission view conflict in Web and Eclipse UI

I have a problem about the permissions view in Eclipse and Web Client.

I have created new roles for the project are, then I have changed the permissions of the roles from Team Configurations permissions editor. But when I open the Web UI of the project area I saw that the permissions are different from the Eclipse client. The difference is in both the details of the permissions (I mean you can not see the wI types under the create work Item of specific type in Web UI, but can see it in Eclipse) and the checkboxes of the permissions. (In Web UI create work Item of specific type is unchecked but in Eclipse it is checked)
You can see the screenhots of the differences below.

And when a developer roled user tries to create a WI that has checked permission in Eclipse but unchecked in Web UI. He can not create. I think Eclipse is ignored according to the Web UI permission.

Rational Team Concert 2.0.0.2 (I20091211-0451)
