SCM delivery-accept turnaround time

The default feed refresh is 10 minutes so, assuming that the other users
haven't changed this and are subscribed to an appropriate feed (e.g. the
My Teams feed), they would see the change as incoming in 10 minutes or
less. Of course, a manual refresh of the Pending Changes view will also
cause the change set to appear.

Just curious about what 'propagation' delay is typical.
