How do I determine if there are source changes

I am using the RTC "Command Line Build" along with "Jazz Source Control" I need to have the "Build only if there are changes accepted" button unselected as I would like the build to run if either of the two conditions are met:

A) there are source changes,
B) there are some changes to some of the libs that this build uses. I can only determine this if I can get to the command line build.

Note: with the "Build only if there are changes accepted" button selected I will not get to the command line build.

I would like to know if there is a property that indicates if there was jazz source changes.

Not yet. But there will be such a property in RTC 3.0. See work item
87569.

You will also be interested in work item 87583, which would allow the
build script to kill the build and delete the build result if it is
determined that no build is necessary. Unfortunately that work item is
currently unscheduled.

(I had a situation almost exactly like yours, which is what prompted me
to file those two work items.)
