Installing RTC Client for Microsoft Visual Studio 2019

I have MS Visual Studio Enterprise 2019 already installed, and our ELM environment is version 6.0.6.1 iFix027.
We already use the RTC client for eclipse, but we want to deploy the RTC client for VS as well.
I can't find the link to download the RTC Client for VS installation package from Jazz.net . Links to the ELM versions prior to 7.x seem to be all removed or not working. Please help!
