Help with Error 503: CRJAZ1114I The required service owner for "com.ibm.team.repository.service.internal.IServletConfigurationService" could not be found.

Been getting the following error on our sandbox CCM/JTS server:

Error 503: CRJAZ1114I The required service owner for "com.ibm.team.repository.service.internal.IServletConfigurationService" could not be found.


Only affecting CCM, JTS comes up fine.  Been going back and forth with IBM and they are stumped.   I've tried fixes I found in Google like changing the /tmp folder, running repotools with the -reindex (that just created tons of error messages), recreating the /liberty/servers/clm/workarea folder and even the entire /liberty/servers folder.  Nothing.

I'm stumped.  This all started because the icons in the webapp were broken and IBM was trying to help me fix that, but I backed out all the changes they suggested and still not getting CCM to come up.

Any suggestions would be greatly appreciated.

I was able to resolve the issue.  Basically, it was some kind of corruption in the .cache folder.  I deleted the .cache and the Liberty WorkArea folders and restarted ELM with the -clean option and everything started working.  Had tried many things before like installing new instance and copying the Liberty/server/clm/ folder, running the startup with -clean, and many other things. The trick was deleting the .cache.
