JRS - Any measure to avoid query execution failure?

At times we see the following error:
CRRGW5328E An error occurred on the server. For more information, see the Jazz Reporting Service log file. CRLQE0499E Query execution failure CRLQE0793E The query service is temporarily suspending new query execution due to high volume.
During this time, no JRS reports work. As per IBM documentation / tech note, this seems to be caused by rogue query.
What exactly is causing such error? Is there any configuration/setting to avoid this?
