Why can't I see some projects listed in JRS (Report Builder)?

The ability to report on a project area is controlled by the access control defined for that project.
If the project area's access control read access is set to Everyone, then everyone should be able to report on it. But if it is set to, for example, members only, then you will have to be added as a member of the project area to report on it.
If you have just been added to the project area, you will still not see the project area until the "Jazz Foundation Services - Project Area" DCC job has successfully run.
If it is a brand new project area that you are trying to report on, you will also have to refresh the metamodel. This is done nightly, but can also be done manually (http://www-01.ibm.com/support/docview.wss?uid=swg21986146).
