My query is very simple show me all records for a given work item type, and sort them by Status. So why does the widget then show the results in some unorganized format that is neither by count or by the actual values selected which is State ?

Your questions are usually good, but this is an example that falls into the "lack of details" category.
If I give it a closer look, it seems to not represent a (work item) query, but a report, probably report builder. Neither the question, not the tags help here. If it is a report, consider that the status order might be based on the ID of the status and not on the display value.
If you fix your question and tagging, maybe someone good at the report builder tool takes notice and answers.
Widget seems to claim a display in a dashboard. Would be worth mentioning how the widget was created.
This is the built in widget for Work Item Statistics using a query for all work items of a specific type, displayed on the dashboard. It is not a report from report builder.
