RQM does not integrate with Siebel.  However, you could use the Command Line Adapter (CLA).

When you say "control siebel tests" are you talking about automated tests or manual?
For automated testing RQM integrates with Rational Functional Tester, which supports automated testing of Siebel applications: http://www-01.ibm.com/software/awdtools/tester/functional/ext/siebel/

If instead you're talking about a process template to configure a Siebel-oriented testing methodology then no, there are no public templates. But ISSR (IBM Services) would certainly be able to accommodate such a request by bridging the gap between Siebel domain specific knowledge and the QM specifics.
