How to add an employee's name to the Owned by section of an Issue created on IBM Engineering Workflow Management (jazz07:13443) Systems Lab Engineering
Need to assign a specific Issue to an employee who is not found in the "Owned by" section of an Issue on EWM.

Could be several issues here:
- is the user actually a valid user on your server? Check they actually exist in ELM first
- were they only recently added? If you're using an external LDAP server then the user may not have been synced yet. Or they may not have been synced with the EWM application
- are they a member of the project area? IF they aren't a member of the project area then they won't be able to be added because they won't have access to it
- do you have team areas set up in the project area and are they a member of the team area? If you have team areas set up and you have restricted visibility of work items then they won't be able to be added
