Is it possible to make the user create a CS in DNG always under their personal GC stream?

We use Global configuration.
Users have the following possibilities:
  1. Open RM app, select a component and then browse the module, create a change set, this is local to the stream
  2. Open GC, select the RM Stream and then crate CS, this is avbl in the Personal GC stream of the user
Issue with the approach 1 is that, users lose the ability to link to other modules / apps. One way to overcome is to add this CS to the Personal GC Stream of the user. This creates more work and is normally confusing for an end user.

Can we somehow make the the CS creation always under a GC? Alternatively, how can an user simply creates CS and then it is in the right context?

A user must go to the GC and create a personal stream one time. After that, whenever they create a CS it will be added to their personal GC stream.note: if someone else creates a CS and you want to view/use that CS you must manually add it to your personal GC stream.

Your users should be trained to get into the habit of using their personal GC stream as the root for navigation in ELM because this will then enable the possibility for cross-component linking in CS (must be done in GC context) and will always ensure they have CS visibility in the correct context.
