View other users' personal streams

Hello Team, 
We are using Global configuration management. We have a GCM PA and inside GCM we also have sub team areas created.
We have a use case where we would like to View other users' personal streams so we have enabled the permission(View other users' personal streams) to Everyone role but still we are not able view other user's personal streams but if we add user's to the GCM sub-TeamArea then we are able to view other user's personal streams


The question is, it's mandatory to add the users to the TeamArea level even if we have enabled the permission "View other users' personal streams" to everyone role ?

Have you solved the issue? We are facing the same problem. It seems that the permission "View other users' personal streams" is not considered properly.

In our setup we have several users added to the project area via the access list. Those users have implicitly the role "Everyone". When giving the permission to view other users' personal streams to "Everyone", the permission has no effect. It only works when adding the users explicitly as project area members (even without a role assigned).

To me this seems like a bug ...
