when I try to download sandbox using load rule file getting this exception, how to handle in this our program?

 This question is insufficient and does not allow any meaningful answer. I am however aware, that your company has customized the Eclipse client and the loadrule related stuff is likely an extension. Please get in contact with your colleagues that provide the Eclipse client and get help from them. It looks like there is an issue with missing libraries in your install.

I am using this methods ->void com.ibm.team.filesystem.client.operations.IFileSystemOperation.run(IProgressMonitor iprogressmonitor) throws FileSystemException, TeamRepositoryException from com.ibm.team.filesystem.client.operations.ILoadOperation

According to the Internet, you are missing libraries from the path  

  • fslistener.dll 
  • winfsnatives.dll 

These are DLL's that are actually shipped with EWM. Eclipse and 
EWM have some dlls on windows to connect to the native environment on windows.

I do not know why and how you start your client/tool or whatever. In your organization are several people that might know.
