The dcterms:modified value for a baseline might be of dubious value. Configuration providers may allow some properties of a baseline, such as it's name or tags, to be changed. So you wouldn't know what was changed at that date-time.

If you're looking for when a baseline was committed, then configuration providers may provide a oslc_config:committed property that is the date-time at which the selections and/or contributions of the baseline were committed and became immutable. You don't specify which application owns the baseline(s) you are interested in.
