 we are getting attached error while delivering changeset and we are unable to trace to the original changeset to alter the permissions. Is there a way we can resolve this issue?

The error message suggests to unlock the 3 artifacts(830788,830789,830790) in the target configuration(where you want to deliver your changeset to). If you don't have permissions to unlock them, you need to contact the user who locked them. The user name is also listed at the end of the three artifacts details, looks like it is the same user.

user couldn't find those locked artifact in the changeset
