I can only speak about EWM. the Plain Java Client Libraries snippet snippets/Snippet3.java implements the creation of a project area. 


In general my question would be: how many lifecycle projects you would expect if you think you need to automate their creation.

I's start with https://www.ibm.com/docs/en/elm/7.0.2?topic=projects-administering-lifecycle and especially follow the links to the sub sections that describe how to setup lifecycle projects and templates.
