Can a snapshot be delivered between streams?

Components baselines are delivered between streams.
But it seems a snapshot doesn't. I am trying to deliver it with SCM CLI
and as it doesn't appear as a ChangeSet...

Am I misunderstanding the concept of snapshot and delivering between
streams? What I am follow is to get the same picture (snapshot) of one
stream into another.... if there was new baselines necessary to create
the new snapshot, those are delivered correctly. But the snapshot
concept is not transmitted.

Any comment? Because I think I am misunderstanding the concept... or the
way of work. I don't think this is a defect.

Snapshots seem to work a little differently to baselines in that you
have to create the snapshot, then
promote the snapshot rather than deliver
it. Once promoted, I believe you will be able to load the stream with
the snapshot.
